Donnell L. Neal serves as the chairman for Program Management Consulting Group (PMCG) Advisory Board and works collaboratively with its Board Members and leadership team.


Mr. Neal possesses a long record of success managing the Corporate Operations for-profit organizations of all sizes, from 8(a) small businesses to multi-billion-dollar Fortune 100 corporations. Recognized as a hands-on, expert problem solver who can rapidly resolve cross-functional business process problems, formulate strategic plans, and implement change, with benefit to the company’s bottom line. My holistic business acumen offers creative solutions that enable the cross-functional training of domestic and international operational teams.

Mr. Neal is seasoned professional with over 20 years in Marketing/Sales, Program Management, and Corporate operations having supported Honeywell International (2007-2010), L-3 Communications (2011-2013) where he was responsible for directing large business units for Federal, Defense and International clients, including standup operations in the Middle East (Afghanistan, Pakistan) and Western Africa (Ghana, Nigeria, Burkina Faso, and Johannesburg, South Africa). With broad industry knowledge and experience working in these developing countries and conflict zones, Mr. Neal returned from overseas then began working as independent consultant servicing 8(a) Minority-owned Small Businesses towards accelerating the firms’ growth initiatives.

My career began with Dimensions International (DI) recognized in Black Enterprise Top 50 Company as global leader providing Logistics, Information Technology, Airspace, and Engineering solutions to the U.S. military, federal agencies, commercial & international clients.  In 2001, DI spun-off its Flight Explorer Division; Mr. Neal was instrumental in obtaining $5M+ Venture Capital and was key member of the leadership team responsible for DI’s “successful” acquisition of SENTEL Corporation (2004).  During the five-year period, he also contributed to DIs remarkable growth from $30M to well over $210M in consolidated revenues, and servicing 1200+ employees throughout the Continental US and abroad.  In July 2007, Mr. Neal received individual recognition as “Essential Member of the Logistics Business Group for his leadership, contribution, and dedication integral to Honeywell’s acquisition of Dimensions International.”
Mr. Neal brings extensive experience with all aspects of government contracting QMS, ISO 9001, CMMI, GAAP, FAR, CAS, and DCAA and corporate operations includes marketing, proposal development, program/financial management, leading to strategic and operational decisions that drive performance/results to meet organizational goals & customer expectations.  Mr. Neal is certified Six Sigma Green Belt (October 2008).         

Originally from Eastern Shore of Maryland, Mr. Neal is Veteran of United States Army stationed in Stuttgart, Germany and earned his B.S. in Business Administration from the University of Tennessee.  His professional affiliation includes the Armed Forces Communications & Electronics Association (AFCEA), Association of United States (AUSA), Northern Virginia Black Chamber of Commerce (NVBCC), Black Data Processing Associates (BDPA), National Association of Black Accountants (NABA), Institute of Management Accountants (IMA), Alpha Kappa Psi Business Fraternity and Alpha Phi Alpha Fraternity, Inc.
